Tutorial will not load – Steam: Rails to Riches Review

I'll revise this when I can use the tutorial. I loaded the maps but the tutorial sat there for 15 minutes. I shut down the app and reloaded it with the same result. I deleted the app and tried again with the same result. IPad 3 with the most recent iOS.
