App just says "Loading" for an hour and does not run – Appointment With F.E.A.R. Review

App just says "Loading" for an hour and does not run on my iPad mini retina with the latest iOS. Tried restarting and clearing all other apps. I also have a wifi connection to the internet with plenty of bandwidth.
