Good game but needs more free levels

Why is it that every great game says it's free but it's not really free? Other people are probably Fed up with free apps not really being free when it says it's free. This is why I'm only giving this good game One star.

I bought the extra levels and they won't load or let me play them. Also in level 3-19 I heard the tree you grow is supposed to go all the way up, it doesn't in my game.
