Reached level 35. People can’t get into my shop. All was for naught.

At the beginning of the game after you grow your first plant you got to approach a beach bum guy and it walk towards the person but after I walk so far the game keeps telling me that that shop isn’t gonna run it’s self and it won’t let me go any farther then that. I thought this was supposed to be an open world game. I’m disappointed
