Live-Moments don't work

I really like this app but, I can't make live moments. I looked up how the make a live moment to see if I was doing it right, and I tried it. When I tried it there was no camera icon at the bottom corner where it should have been. I made sure that all of my updates were up to date and I even tried deleting the app and downloading it again. It didn't work. I really want to do a live-moment, and I hope that the musical.ly company will fix it so that I can finally make a live-moment.
