Tick Tock Stop

Simply make the tick-tock clock stop by matching the hour and minute on the dial to the given time. Tap to set the hour (small hand), then tap to set the minute (big hand). Match the time and move up the levels; each level needs a little more perfection so can you stop the clock and reach the top?
