The app cannot be used unless in-app purchase is made. The Developer best practices states that when making a free app with in-app purchases, the app should have at least some functionality for free. Otherwise it is useless and misleading. If you want better reviews, make the app $1 so at least people know they have to pay to have the app work. Even though it's free, not being able to do anything with it will get very poor reviews.
