Does not work unless you reveal your location, isn't this a violation of Apple's rules for developers?

There was a broken streetlight near my work. I downloaded this app so that I could report it. Filling out the report was easy. I was able to attach a picture, tag the location on the map, and enter a description of the problem. About 30 hours later the light was fixed. The app notified me that the ticket I filed was closed.
