Also will autofill any blank/missed wind data based on:
If no known winds below blank altitude, it will extrapolate data based on 0 winds at 5000 feet below the surface
If there are known winds below and above the missing value, it will interpolate the direction and strength as an even distribution between the closest two known data points.
If no known winds above the missing altitude, uses last known data below.
