Not able to restore purchase on new device. Saying restore successful but all levels still locked.

I had to remove and re-add the app. I had purchased all the locked items and now they will not restore. Also working on numbers and the number four kept repeating on loop. How do I get my purchases unlocked and fix for the bug,

My daughter was getting bored with real puzzles by the time she was 13 months and this helped her learn to move items on the iPad Pro and weave in and out of programs she is currently 18 months and still doesn’t get bored
