The best way to discover new apps is through app start. One of Apple's employees actually recommended it and I've been happy ever since.

Makes finding apps some much fun and not overwhelming. Beautifully designed too. Almost like this app more than the ones I find!

Nice app w beautiful interface. But BEWARE! Major data user!! First time I used it it burned up over 150 MB of cellular data! Seems to do good job listing helpful apps. Though some are reported to not be available in the US. However, a Search for those same apps usually turns them up.
