Can’t open the app – LANDBANK Mobile Banking Review

I dL this app for my mon to see her incoming and outgoing transactions in the Phil while she is here in the US, apparently I cannot open the app at all. Been trying it for like, almost 50x now and its saying error. Is this bec we are here in the US?! Pls help.
