Does Apple know that this developer tells users he will unlock features after they submit reviews?

For free, this is a good app for beginners. It has minor irritants you pay to get rid of. I've forked out enough money on this guys other apps that weren't as good as this, (ruby,bashi) so I'm not upgrading. But if you are more experienced in Python and need a Python3 app the extra couple of bucks to get rid of of nag screens and whatnot might be worth it.
